The Tennessee state park pass no longer exists, but this is a good thing. In 2006, Tennessee state parks eliminated all entrance fees to their parks. That means that there is no reason to have a Tennessee annual state park pass since you can enjoy all the natural beauty that Tennessee state parks offer for free.
